On September 17, the launch event for the “Guangyuan City Green Home Furnishings Industry Intellectual Property Risk Early‑Warning Analysis Report,” co‑hosted by the Guangyuan Municipal Administration for Market Regulation and the Guangyuan Municipal Bureau of Economy and Information Technology, was held at the China Western (Guangyuan) Green Home Furnishings Industrial Park. With the theme “Strengthening Risk Early Warning to Safeguard the Green Home Furnishings Sector,” the event aimed to thoroughly implement the Outline for Building a Country Strong in Intellectual Property (2021–2035) and the Sichuan Province Regulations on the Promotion and Protection of Intellectual Property, advance the special action on public intellectual property services for small and medium‑sized enterprises in a substantive and effective manner, and shift intellectual property services from post‑event handling toward front‑end prevention and full‑chain governance.

Guangyuan is the only city in the province to host a specialized green‑home‑furnishings industrial base. The China Western (Guangyuan) Green Home‑Furnishings Industrial Park has, to date, attracted 70 enterprises, with 26 of them already completed and in operation. From January to July this year, the city’s green home‑furnishings industry saw its output value rise by 15.7% year on year, and it produced 179,000 pieces of furniture, up 165.9% over the same period last year. As the industry continues to expand, the importance of intellectual‑property risk management and prevention is becoming increasingly evident.

At the press conference, Sichuan Zhishi Law Firm released and interpreted the “Guangyuan City Green Home‑Improvement Industry Intellectual Property Risk Early‑Warning Analysis Report.” The report focuses on key areas such as patents, trademarks, and copyrights, and, drawing on domestic and international trends in the green home‑improvement sector and the current landscape of intellectual property strategies, conducts an in-depth analysis of the industry’s IP risks across stages including R&D, technology transfer, and market expansion. It also puts forward targeted preventive measures. This marks Guangyuan’s first systematic IP risk early‑warning analysis for a priority industry, signaling a substantive step forward in public IP services—from assessing “whether or not” to evaluating “how well.”

In his address, Liu Jiang, Vice Chairman of the Zhaohua District CPPCC and Chairman of the Federation of Industry and Commerce, stated that Zhaohua District, as the core development zone of the China Western (Guangyuan) Green Home‑Furnishing Industrial City, has attracted a total investment of RMB 13 billion, developed over 8,470 mu of industrial land, and brought in industry leaders such as Luli Group, Shanghai Mumande, Jiangxi Jiladino, and Qianchuan Wooden Doors. As a result, it has established five major product clusters: commercial furniture, whole‑house customization, solid‑wood furniture, upholstered furniture, and composite flooring. The park now hosts three high‑tech enterprises, 16 technology‑based SMEs, and two specialized, refined, distinctive, and innovative firms, with more than 120 patent applications filed to date. Moving forward, Zhaohua District will fully leverage the findings of this report, promote the dissemination of intellectual‑property early‑warning and compliance‑risk‑management knowledge throughout the park and among enterprises, and transform these professional analytical reports into practical, actionable development guidelines for businesses.

The head of the Building Materials and Home Furnishings Division of the Municipal Bureau of Economy and Information Technology pointed out that Guangyuan’s green home‑furnishing industry has completed its foundational groundwork and established its core framework, and is now accelerating into a new phase of breakthrough development. The report meticulously identifies the sector’s technological strengths and areas of weakness, serving as both a “lightning rod” for enterprises to manage risks and a “roadmap” for the government in formulating industrial policies. Moving forward, the Municipal Bureau of Economy and Information Technology will leverage its industry‑regulating mandate, work closely with the Municipal Market Supervision Administration, and ensure the effective implementation of the report’s recommendations by fully integrating its findings into every stage of industrial planning and policy formulation. Additionally, the bureau will expedite the planning and construction of a Collaborative Innovation Center for Green Smart Homes, harnessing the Comprehensive Intellectual Property Service Center within the Home‑Furnishing Industry City to establish a comprehensive public‑service platform; and launch an in‑depth initiative to nurture and upgrade enterprises, supporting them in increasing R&D investment, tackling critical core technologies, and building independent intellectual‑property systems in key technological fields.

In her address, Sun Lihua, a member of the Party Leadership Group and Chief Economist of the Municipal Market Supervision Administration, emphasized that the city’s market supervision system will prioritize four key areas: first, ensuring that early‑warning findings are directly delivered to enterprises at the frontline by leveraging the Zhaohua District Intellectual Property Service Workstation to provide one‑stop services, including information retrieval, application guidance, pledge‑based financing, rights‑protection assistance, and dispute resolution; second, establishing and refining a three‑tiered, coordinated risk‑monitoring mechanism spanning municipal, county (district), and sub‑district levels, while improving mechanisms for overseas intellectual property risk early warning and response guidance; third, continuously strengthening administrative enforcement in the IP field and fostering effective coordination between administrative and judicial protection; and fourth, enhancing collaboration with departments such as industry and information technology, science and technology, and commerce to seamlessly integrate public IP services with specialized offerings—including patent navigation for priority industries, the identification and cultivation of high‑value invention patents, and risk‑early‑warning systems. Taking the release of this report as a new starting point, she urged efforts to transform early‑warning outcomes into practical “operational manuals” that help enterprises mitigate risks and drive innovation, thereby supporting the green home‑furnishings sector in achieving steady, long‑term progress on the path of high‑quality development.

Relevant officials from member units of the city’s special task force on the building materials and home‑furnishing industry, the responsible official in charge at the Municipal Market Supervision Administration, the responsible officials and heads of intellectual property divisions at the market supervision bureaus of all counties (districts) and the Economic Development Zone Sub‑bureau, as well as relevant officials from the Zhaohua Economic and Technological Development Zone Management Committee and the Guangyuan Home‑Furnishing Industry Chamber of Commerce, together with intellectual property officers from green home‑furnishing enterprises, attended the meeting.
